France to publish draft bill for 10% bonus

    Following a great deal of toing and froing, France has released a draft bill pertaining to the 10% made in Europe bonus scheme.

To implement a 10% bonus or not to implement? That is the question the French government has been asking itself these last few months.

The 10% bonus, where manufacturers used modules, when at least 60% were of European origin, was expected to be implemented this month. However, due to legal and technical difficulties, the process was put on hiatus.

A draft of the decree to administer the bonus has now been released. It is expected to be submitted to the Supreme Council of Energy tomorrow. Following any amendments by the Union of Renewable Energy and the Liaison Committee for Renewable Energy, the publication of its response is due to appear in the Official Journal before the first round of presidential elections this Sunday.

Plants that qualify for the bonus scheme are under obligation to ensure all stages of the manufacturing process have been completed on a production site within the EU.

The draft order will apply to facilities whose connection request is filed on or after January 1, 2013.
