Morocco to open tender process for 300MW CSP plants

The Moroccan Agency for Solar Energy (MASEN) has announced a shortlist of sponsors qualified to bid to construct two concentrated solar power (CSP) plants of 100MW and 200MW in capacity.

MASEN began the tender process in January of this year with the launch of a request for qualification document. Seven consortia have been pre-qualified to enter a bid at the request for proposal (RFP) stage for the right to design, finance, construct, operate and maintain one or more of the plants.

The plants will be located at the NOOR solar power complex in Ouarzazate, Morocco. The RFP stage of the tender process opens in September 2013.

The two installations will be treated as separate projects, with a parabolic trough chosen for the design of the 200MW NOOR II plant and a solar power tower chosen for the 100MW NOOR III project, which will also allow for storage.

According to an unnamed source quoted by Reuters, whichever consortium wins the NOOR III project, will potentially have some degree of flexibility as to the capacity of the tower. Although cited by MASEN as 100MW the tower could apparently be constructed as tall as 200 metres in height.

The three applicants selected from pre-qualifying to bid on the construction of the NOOR II trough are Abengoa SA with Abengoa Solar, International Company for Water and Power Projects with Sener Grupo De Ingeneria SA and International Power SA with Abu Dhabi Future Energy Company.

The four consortia permitted to bid on the NOOR III tower are Abengoa SA and Abengoa Solar; International Company for Water and Power Projects with Sener Ingeneria y Systemas; a consortium consisting of EDF, EDF Energies Nouvelles, Brightsource Energy, Brookstone Partners Morocco, Alstom Power and Mitsui & Co. and the final consortium once again will be International Power with Abu Dhabi Future Energy Company, this time also with the involvement of Solar Reserve.
