The government claims that in the newly updated version of the plan, they have taken the following under consideration: lower costs of PV and wind power, a better understanding of renewable energy, the still high cost of CSP and its supposedly slow growth in the international markets, and the national regulations with investors.
The plan now aims at achieving 22GW of renewable energy from 2015-2030, with over 4.5GW to be implemented by 2020. By the end, there should be 13.5GW from PV systems, with the rest coming from wind power plants, CSP power plants, biomass installations, cogeneration plants and geothermal plants.
The government hopes that by 2030 renewable energy will supply 27% of its electricity needs. According to the government, the volume of natural gas that will be saved by the 22GW of renewable energy is equal to eight times the national consumption in 2014.
The new plan has established an incentive mechanism based on feed-in tariffs, which should be guaranteed to the producers of PV energy and wind power plants for 20 years. Those that do not benefit from the FiT will receive some financing by FNERC for 50-90% based on the technology that they are working with.
The government hopes that this programme will be significant in job creation and environmental preservation.
