A US$646 million US DOE loan and loan guarantee for First Solar’s 230MW Antelope Valley Solar Ranch One (AVSR) PV power plant project in northern Los Angeles County, California has hit a snag over an outstanding construction permit issue. The timeframe for initial funding of the loan has been pushed back to February 24, 2012 but if the issue isn’t resolved by that date, First solar said it could have to acquire the project from customer, Exelon for approximately US$75 million.

An undisclosed Chinese investment company that is said to own a portfolio of PV power plants in Italy is planning to recoup the investment in a frame agreement signed with 3Power Energy Group.

Plansee High Performance Materials has added MoNa sputtering targets with high purity and a uniform and fine-grained microstructure to its product offering. Tests in cooperation with the Swiss EMPA institute have claimed the MoNa targets to be superior to alternative targets. Using Na-doped molybdenum layers, the efficiency of CIGS solar cells are said to have been significantly improved.

Rainwise has recently released the PVmet Solar Energy Efficiency Monitor, a weather station specifically designed to improve accurate monitoring of PV plant performance parameters. The monitoring system is said to be the first weather station to be recognized by SunSpec Alliance for compatibility with industry plant management systems and has already sold 500 units to 2 of the top inverter manufacturers worldwide.

Preliminary figures from IMS Research indicate that PV inverter shipments reached a new record high in 2011. According to the market research firm, shipments grew by more than 10% and exceeded 26GW for the first time. IMS Research’s preliminary Q4’11 report, projects inverter shipments grew by up to 15% in 2011, with more than 8GW shipped in the last quarter of the year.

IDEA Polysilicon Company has selected centrotherm SiTec to provide basic engineering and the technology concepts for its first 10,000MT capacity polysilicon plant to be built in the city of Yanbu, Saudi Arabia. Actual construction timelines were not disclosed.

PV inverter shipments may have dipped slightly in 2011, according to IHS PV Inverter Market Tracker report, yet shipments are expected to more than double to 52GW in 2015. Shipments of PV inverters fell to the equivalent of 23.4GW in 2011, down 1% from 23.6GW in 2010, according to the market research firm.

PV module encapsulant material supplier, STR Holdings warned late last week that sales would not meet previously guided levels. The company had previously guided sales to be in the range of US$44-US$48 million. However STR has revised guidance to approximately US$36.5 million, well below that level.

Dow Corning’s JV polysilicon subsidiary, Hemlock Semiconductor was impacted by overcapacity in 2011. Like major competitor, Wacker sales were lower and demand weakened. Overall, Dow Corning recorded record sales of US$6.43 billion in 2011 while adjusted net income decreased 15% compared to 2010. The company does not breakout polysilicon sales.
