The Indian Finance Ministry’s order imposing a safeguard duty for two years on solar imports from developed countries as well as China and Malaysia has brought long-awaited clarity to both manufacturers and developers, but both segments of the industry have a number of fears.

India’s newly-formed Directorate General of Trade Remedies (DGTR) will hold a public hearing regarding the case on whether to impose Safeguard Duties on imports of solar cells and modules on 26 June in New Delhi.

DGAD has also extended the deadline for responses in its anti-dumping investigation into solar glass imports from Malaysia.

The Indian Solar Manufacturers Association (ISMA) has withdrawn its anti-dumping petition regarding PV imports from China, Taiwan and Malaysia, but intends to put in a fresh petition to strengthen its case.

The case put forward for why local manufacturers need to become a critical part of India's 100GW by 2022 solar target.

Anything from duties to a minimum import price (MIP) on solar imports are being sought by India’s anti-dumping petitioners, but there are concerns around circumvention of an MIP if introduced, according to a person close to the issue.
