Webel-SL Energy Systems Ltd. has, according to a report in the Wall Street Journal, revealed it is to invest approximately 1.8 billion rupees ($35.7 million) to build a second cell and module manufacturing facility in Kolkata, eastern India. The facility will bring Webel’s annual manufacturing capacity from 12MW to 42MW.

BP Solar has reported a production capacity decline for the fourth quarter of 2008. The reasons for this were a combination of the running down and expected closure of its 50MW photovoltaic cell and module manufacturing plant in Australia, as well as a fire at its joint venture production plant in India, Tata BP Solar. BP detailed the production disruption and decline in MW capacity in its latest quarterly financial filings.

Mumbai-based Refex Energy has signed an MoU with the energy and petrochemicals State department of Gujarat approving its plans to construct a 50MW solar power plant in the region, according to a report in The Economic Times, India. The company intends to start work on the first phase of the 50MW capacity in 2009, with the remainder of the phases to be completed in stages.

Berlin-based pvXchange, the photovoltaic spot market trading company, has provided positive reports of its sales for 2008 and as a result has decided to open a public limited company. pvXchange international N.V., with offices in Maastricht, Netherlands, will be involved with all business dealings of the company, leaving the parent company (pvXchange GmbH) to continue operation of the international solar trading platform.

Operating in the solar industry as Tata BP Solar India Ltd., a joint venture with BP Solar, Tata Power has signed an MOU with the Government of Gujarat to enter into plans for the construction of a 5MW solar power plant in Gujarat. The plans, which also include the planned construction of a 5MW geothermal power plant, would complement Tata BP Solar’s plans to expand its module manufacturing facility and increase domestic sales.

China Sunergy has signed a one-year agreement to supply multicrystalline solar cells to privately owned Indian module manufacturer Ajit Solar. The deal calls for the PV manufacturer to deliver 12 MW of cells to Ajit next year.

Effective as of 14 November 2008, Ravi Khanna (pictured), the Chief Executive of Moser Baer Photovoltaic, left the company to join Norway-based Scatec Solar. He had been with Moser for the past 18 months looking after acquisitions of technology firms and setting up a technology centre for emerging and disruptive technologies. Before Moser Baer he was with the Delphi Corporation serving in various positions including Country Manager for India and Thailand.

It has been reported that Sembawang Engineers & Constructors is going to venture into its first renewable energy project. According to Reuters, the company, a subsidiary of India-listed Punj Lloyd Group, will build an S$250 million plant in Brunei for thin-film solar modules.

Concentrator photovoltaics company SolFocus has introduced a CPV system targeting the medium- and utility-scale markets. The SolFocus 1100S can achieve panel efficiencies of 25%, resulting in systems which the company says produce the highest energy density and energy yield of any PV systems on the market.

On a recent US Clean Energy and Environment Trade Mission to India and China, Patrick Peyton (pictured), Chairman and CEO of Despatch Industries, spoke with leading Indian government officials in New Delhi, Hyderabad and Mumbai on the subject of clean technology business opportunities. The mission, which was led by U.S. Commerce Assistant Secretary David Bohigian and Carmine D’Aloisio, Minister-Counselor for Commercial Affairs, saw the participation of 19 industry delegates.
