US solar manufacturer SEG Solar has signed a land agreement for a planned US$950 million heterojunction (HJT) solar cell manufacturing facility at its Tomball Industrial Campus near Houston, Texas.

The project is expected to add 4GW of annual cell production capacity and create more than 700 local jobs. According to the company, the plant will be developed in two phases of 2GW each, with commercial operations targeted to begin in 2028 and 2029, respectively.

The new plant will be located adjacent to SEG Solar’s existing 4GW Tomball #1 module manufacturing facility and its 4.6GW Tomball #2 facility, which is currently under construction.

Jim Wood, CEO of SEG Solar, said, “Bringing HJT cell manufacturing to the US will give customers a more domestic supply chain with clearer sourcing and a single company standing behind the product. As the only US company dedicated to integrated domestic vertical manufacturing, SEG will continue to strengthen our US operations and innovation.  American-made cells, American-made modules, one company accountable.”

Once operational, the HJT cell facility will integrate solar cell and module manufacturing at the Tomball campus, creating one of the few US manufacturing locations where HJT cells, modules and key components are produced at a single site.

The broader campus infrastructure also includes warehousing, a research and development centre, a certified testing laboratory, and planned production lines for ethylene-vinyl acetate (EVA) and junction boxes.

The company has not disclosed a detailed construction schedule or further investment milestones.

Founded in 2021 and headquartered in Houston, Texas, SEG Solar has shipped more than 7.5GW of modules worldwide by the end of 2025, with an annual module manufacturing capacity of 6.5GW.

The plant follows the company’s December 2025 announcement of a 3GW ingot and wafer facility in Indonesia, with construction slated to start in Q2 2026.
