Singapore’s Housing & Development Board opens 40MW solar tender

Singapore’s Housing & Development Board (HDB) has opened the next round of a 40MW solar leasing tender as part of the SolarNova programme led by the Singapore Economic Development Board (EDB).

This second combined tender has attracted participation from eight governmental organisations – the largest number of public bodies to date to bid in the tender – including the Ministry of Home Affairs, the Public Utilities Board and the Ministry of Education.

With a total of 40MW of solar PV on offer, the tender will allow for 636 HDB blocks and 31 government sites to install PV systems. Bidders will enter into a PPA with the private sector to pay for the solar power consumed, at a preferential rate that will not exceed the retail rate, according to the Board. The tender approach allows for greater participation in solar; as agencies with smaller demand will be able to experience solar at lower cost due to economies of scale.
