Italy is yet another European country that has taken on a considerable amount of renewable energy sources; yet the majority of the investment lies in hydropower and wind. However, like most other regions in this area of the world, Italy is beginning to up its shares in photovoltaics and has now got a FiT from €0.35/kWh for rooftop and ground-based systems and €0.39-0.49/kWh for building integrated systems (BIPV).

Background

Back in 2007 the Italian Ministry for Industry passed a law for a new FiT for PV installations that guarantees a feed-in tariff for installations larger than 1kW. This gives the owner the current PV rate that can be seen in the table above. From 2009 this tariff will decrease annually by 2%, this will end by 2020.

Italy is moving on in the renewable energy sector, and more recently, has began to move on in the PV sector. In years to come we can expect this area of RES to continue to grow as the price of installations falls and the popularity of RES continues.

Future Plan

Looking ahead, Italy has put in place mandatory targets to reach in terms of renewable energy sources; the main target set is a 17% share of RES on the final consumption of energy in 2020. In terms of electricity the target set is for a 25% share of RES on gross electricity consumption by 2010.

Italy has Tradable Green Certificates which are tradable commodities proving that certain electricity is generated using RES. These certificates will be differentiated for the renewables sources: the number of green certificates corresponding to the production will be multiplied for a different factor for each source, previous to 2008 it was the same for all renewables. These certificates will be released for 15 years.

Small plants (P<1MW) can decide to sell energy and take the green certificates or a feed-in tariff (electricity price+incentivation).

The maximum power to be installed is 3,000MW by 2016. This is a fixed tariff, guaranteed for 20 years. Additionally, the owner can choose to sell the electricity or to opt for the net metering service only for small installations (P<200kW).

Grid connected PV systems from 20kW to 50kW are also eligible to receive incentives for investment in renewable energy production.

For investment in solar PV, the incentives can reach 60% of the plant's capital costs. In the case of photovoltaic plants, it is hoped that this incentive scheme will help to boost Italy's installed photovoltaic capacity to 3,000 MW by 2016.

The Ministry of Economic Development of Italy has established new criteria on how to stimulate the production of electricity from solar photovoltaic. The new decree regulates the access to more attractive prices for those who produce energy from PV sources; the rates will be set for a minimum of €0.35/kWh and a maximum of €0.48/kWh. This is instead of simply raising the existing legislation.

This new draft offers more opportunity for individuals, businesses and smaller organizations to install solar PV systems, as this new rate makes it a more attractive as well as profitable investment. Italy’s FiT cuts will be less than expected

TerniEnergia 1MW plant in Apulia, ItalyReuters has reported that the Italian government plans to reduce the cuts it previously announced to solar incentives, according to the latest draft of a decree obtained on February 22. The decree states that for large solar plants of over 1MW, the proposed tariff as of January 1, 2011, is €0.313/kWh compared with the €0.298 /kWh in the previous version. The €0.313/kWh tariff is expected to decline to €0.2642/kWh at the end of 2011. The tariffs will then fall by 6% a year in 2012 and 2013.

Solon, Interporto di Padova to build record-breaking 15MWp rooftop solar PV power system
